Local County Health Departments are tasked to enforce the order but interpret the order unevenly. To resolve such disparity, a Dispute Resolution Commission was created to make final decisions.
In an order that applies statewide, the commission determined that car wash services were essential but only under certain circumstances:
No direct interaction between employee and customer
No hand wash or hand dry of vehicle by employee
Employees limited to only those needed to operate the business and must maintain social distancing
